Samsungpowercycle

My Samsung is power cycling I've tried:
Unplugging the power supply for 10 minutes
Unplugging all HDMI devices
Turning off Anynet+
Turning off HDMI CEC
So I covered up the red light on the bottom of the tv (which I believe is the IR receiver) and it stops power cycling. I take my hand away and it begins power cycling again.
I've searched for anything that could be transmitting an IR signal and have found nothing. I took all the batteries out of device that do and taken them out of the room still no fix.
My current fix is duct tape on the IR receiver.
If anyone has any ideas what could be causing this and a possible fix please let me know.
